BBC Gaza Film Deemed a 'Significant' Infringement of Media Regulations, Declares UK Media Regulator

The public service broadcaster was found to have committed a "serious breach" of broadcasting rules by not revealing that the voice of a programme about Gaza was the offspring of a Hamas official, as ruled by UK media regulator Ofcom.

An investigation by the media regulator into the programme Gaza: How to Survive a Warzone has found that the programme was "materially misleading".

The BBC's director general had earlier expressed regret, stating there had been "a major oversight in relation to truthfulness".

The authority has ordered the broadcaster to air a peak-time announcement about its decisions.

"Given this constitutes a major infringement of our code, we are instructing the corporation to air a statement of our findings against it on BBC Two at 9pm, with a date to be finalised," the regulator stated.

'Risk to Erode Confidence'

The watchdog's statement stated: "The inquiry we conducted found that the film's omission to reveal that the voice's parent held a role in the Hamas-controlled authority was materially misleading.

"This implied that the viewers did not have critical information which may have been very significant to their assessment of the presenter and the content he presented.

"Credibility is at the center of the bond between a media organization and its public, especially for a national broadcasting corporation such as the British Broadcasting Corporation.

"This oversight had the possibility to damage the exceptionally strong degrees of trust that viewers would have placed in a factual film from the broadcaster about the conflict in Gaza."

The documentary was removed from the online platform in February after the boy's family links were revealed, and in this past July an broadcaster's internal assessment found it infringed the organization's content policies on truthfulness.

A representative for the broadcaster commented: "The authority's determination is in agreement with the conclusions of the corporation's inquiry, that there was a serious error in the documentary in relation to the corporation's content standards on factual correctness, which aligns with clause 2.2 of the regulator's media standards.

"We expressed regret for this and we accept the authority's determination in its entirety. We will comply with the sanction as soon as the schedule and language are confirmed."
